Since 2021, new rules for registering small-size vessels, which include PVC inflatable boats, have been in effect on the territory of the Russian Federation. Note that it does not matter what material the watercraft is made of - wood, metal, PVC, plastic and others. The key criterion for registration obligations is the technical characteristics of the boat. In addition, watercraft that are used for non-commercial purposes - tourism, hunting, fishing - are subject to registration.
A small vessel is considered to be a vessel whose length does not exceed 20 meters and can accommodate no more than 20 people on board. The weight of the craft should not exceed 200 kilograms, taking into account the weight of the motor. The engine power must be at least 8 kW (approximately 11 horsepower).
If your PVC boat meets the above criteria, it must be registered with the GIMS. Other watercraft are not subject to registration. To operate a registered vessel you will need the appropriate license. If the boat had an old registration, it is advisable to deregister it and register it again.
Registration of PVC boats in GIMS
- do not exceed 20 meters in length;
- capacity no more than 12 passengers;
- the maximum possible weight of a vessel with a motor of more than 200 kg (the calculation takes into account the weight of the engine with the maximum power (weight) that can be installed on the boat);
- The available engine power on the vessel exceeds 8 kW (10.8 hp).

- A document confirming the identity of the person submitting the application (passport of a citizen of another state, identity card of a refugee or stateless person, residence permit, etc.).
- Power of attorney from the owner of the vessel (if necessary, when the owner delegates the registration or right to use the vessel to another person).
- Documents that confirm the applicant’s ownership of the ship or a change in ownership (ship ticket, certificate of inheritance, court decision, contract, etc.).
- A document by which it is possible to determine the category of complexity of the vessel's navigation area (ship's ticket or other written certificate indicating the tactical and technical characteristics of the vessel).
- A document confirming that a small vessel has been excluded from the register of another state (if necessary).
- A document indicating that the applicant is registered in a specific region of Russia (certificate of registration in the territory of the Russian Federation or passport of a citizen of the Russian Federation).

Documents required for boat registration
A PVC boat can be registered by both an individual and a legal entity. To register a watercraft, you must provide originals or certified copies of the following documents:
- Passport.
- Individual insurance number.
- Documents confirming ownership of the boat.
- Technical passport certified by the signature of the inspector.
- Documents confirming ownership of the outboard motor.
- Technical passport for the motor with the inspector’s signature.
Legal entities must have the following documents:
- Documents for state registration of an organization.
- Documents certifying that the watercraft is on the balance sheet of a legal entity.
- An order that assigns a boat to an employee of the company.
- Documents on the ownership of the vessel.
- Documents confirming ownership of the motor.
- Notarized papers for the right to operate a watercraft for an enterprise employee.
If the owner of the boat changes, the same list of documents is provided. In this case, the inspector checks the previous owner's ship ticket and whether the tax has been paid.
Boats that do not need to be registered in GIMS
Owners of inflatable PVC boats are worried whether they need to contact the state inspectorate and pay transport tax.
After all, a small inflatable or rowing boat on the water seems like such an insignificant means of transportation.
Vessels that do not need to be registered with the State Inspectorate:
- boats purchased for the purpose of traveling in inland waters (rivers and lakes) of the Russian Federation;
- a watercraft without a power plant and a cargo capacity of up to 200 kg inclusive;
- a watercraft with a power plant power of up to 8 kW or 9.9 l/s;
- rowing boats.
Registration of a rubber boat in GIMS
For fishing, hunting and various utility work, an inflatable rubber boat is simply necessary.
The law of the Russian Federation obliges the registration of catamarans, jet skis, yachts, boats and various inflatable boats that fall under the regulations of the State Inspectorate for Medical Information.
A rubber boat must be registered if:
- weight more than 200 kg;
- the installed engine has a power of more than 8 kW or 9.9 l/s;
- The boat's registration certificate allows the installation of a motor with a parameter exceeding 10 l/s.
All rubber boats that do not fall within these parameters do not need to be registered with the State Property Management System.

On the water, an employee of the Ministry of Emergency Situations of the Russian Federation may demand from the shipowner a document granting the right to operate the boat.
When going out on the water, the owner of rubber boats must have:
- Russian passport or a copy thereof;
- document of ownership of the vessel;
- driving license (for boats with engine power above 5 hp/3.58 kW);
- oars;
- life vest;
- scoop.
Boat registration process
Before registering a boat, you must obtain a driver's license for a watercraft. To do this you will have to perform the following steps:
- Go to your local GIMS office or a private organization that has a state license giving the right to train individuals in the operation of small boats.
- Complete a training course that lasts approximately 1.5 months.
- Pass an exam consisting of a theoretical and practical part.
- In 10 days you will receive a boat driving license.
After this, you can safely proceed to registering the watercraft, which consists of the following steps:
- Submit an application for registration in writing or electronically to the GIMS at your place of registration.
- Get a receipt from GIMS to pay the state fee.
- Bring the deflated boat and motor to an inspector for a technical inspection. For a fee, inspectors agree to carry out the exit procedure.
- Provide a technical inspection report and other documents.
- In three days you will receive a ship ticket. If there is a spare engine, data about it is also entered into the document.
- Mark the side numbers on both sides of the boat.
There are special requirements for the room. It should be resistant to water and contrast with the background of the boat. Letters and numbers should have a height of 150-200 mm. Paint or stickers may be used.
What should an applicant prepare for boat registration?
The registration procedure is carried out at the GIMS small craft inspection department in the city (or region) where you want to use the boat.
The owner prepares a minimum package of documents:
- contract of sale;
- technical passport of the boat and motor;
- a receipt for payment of fees for registration (1000 rubles) and for issuing a ship ticket (100 rubles);
- application with a request for registration (a sample is available in GIMS);
- your passport.
But in addition to the listed documents, the inspection may additionally ask for a receipt from the store (for new boats). And for used boats you will need to do something else:
- the previous owner must deregister the boat. The GIMS will put a stamp on the ship’s ticket “Cancelled”
- make a copy of this ticket and bring it to the State Inspectorate for Civil Migration along with all other documents
Sometimes the inspection also requires a copy of the previous owner’s passport.

The age limit for applying to the inspectorate is 16 years.
If it is not possible to bring the original registration certificate of the craft, you should make a copy of it and have it notarized. A technical passport is an official document; it cannot be lost or thrown away.
The registration service is paid. According to the law, the owner is required to pay a state fee (in 2021 it is 1000 rubles for registration and 100 rubles for a ticket). Before submitting documents you must:
- copy the details from the notice board in the inspection premises;
- pay the fee through an ATM (or any banking institution);
- Attach the receipt to the set of documents.
The application will not be considered without proof of payment.
How to obtain a license to drive a small motor boat?
Obtaining a driver's license is directly related to the registration of the vessel in the State Inspectorate for Motor Vehicles, since the license must be provided upon registration. To complete the document, the following requirements must be met:
- Reach adulthood.
- Provide a written examination by a narcologist and psychotherapist.
- Take appropriate courses that provide documents for passing theoretical and practical exams.
Based on the results of the training, you will be issued a driver's license, which you must have with you when using a small boat in any body of water.
