Flooding of the territory

In the 50s of the 20th century, the construction of NLMK began on Lipetsk land by decision of the government of the Soviet Union and the Communist Party Committee. The local iron and steel plant did not have enough river water to operate due to the increase in production capacity. In 1966, a project was approved to build a dam and resettle residents from the site of the proposed future water reservoir. 10 years later the area itself was flooded. It lasted from March to August. In the 2000s, the plant switched to a closed water supply system. Responsible for land reclamation was Mikhail Tikhonovich Narolin, governor of the region (1993-1998).

Construction

In the early 1950s, by decision of the Central Committee of the CPSU and the government of the USSR, large-scale construction of the Novolipetsk Metallurgical Plant began. It was planned that the enterprise's capacity for the production of steel and rolled products would increase to 20 million tons. Given the state of development of production technology, there was a real threat of a shortage of process water in the Voronezh River. The idea arose to build a reservoir at the mouth of the Matyra River. At the same time, in the 1950s, the first engineering calculations were performed.

In 1957, the administrative reassignment of settlements falling into the flood basin of the Matyr Reservoir began. On the left bank of the Matyra - the Kazinsky village council [3], on the right - the Yarlukovsky village council [4]. In 1963, the design of the bowl of the Matyr reservoir was approved and approved [5].

In 1966, the executive committee of the Lipetsk regional Council of Deputies and Workers approved a project for the construction of a dam for the Matyrsky reservoir and projects for the development of the central estates of the Rossiya state farms (later the village of Matyrsky) and Druzhba for the resettlement of residents from the flooded zone.

Construction of the reservoir dam began in 1970 and was fully completed with the installation of a hydraulic system in 1976. A dam 10 kilometers long connected the village of Novaya Zhizn (continuing Vladimirskaya Street) and the Lipetsk ring road (Oryol - Tambov).

Flood zone

According to the state anti-malaria program (to prevent reeds from growing and there were no conditions for the breeding of mosquitoes), the bottom of the reservoir was dredged using dredgers. The remains of animals located in the floodplain in cattle burial grounds were transferred to another place under the supervision of veterinarians. However, in a hurry, all the planned work was not completed. By the time of the flooding, trees and shrubs remained uncut in some places, and the destruction of the bird burial grounds of the Rossiya state farm had not been completed.

These days

The plans of the CPSU Central Committee to increase the capacity of the Novolipetsk plant to 20 million tons of rolled steel per year were not realized. The water of the reservoir was never in demand for NLMK’s technological needs. The main purpose of the reservoir these days is recreational.

Thus, the ecosystem will not only be harmed, it will be an environmental disaster. So to do everything as it was before, before the construction of the reservoir, is absolutely unrealistic.”
